Siak and Pelalawan districts
Siak and Pelalawan districts are long-established areas of palm oil production, with significant numbers of independent smallholder producers. The districts are also home to important social and environmental values, including the Zamrud National Park and Siak Giam Kecil-Bukit Batu Biosphere Reserve in Siak, the Tesso Nilo National Park in Pelalawan and the carbon-dense Kampar Peninsula spanning both districts.
The Siak Pelalawan Landscape Programme (SPLP) collaborates closely with the district governments of Siak and Pelalawan to align with and support the implementation of the Green Siak District Roadmap and the District Action Plan for Sustainable Palm Oil in Pelalawan.

Siak District Government encourages the principles of sustainable natural resources management and community economic development. Bupati Decree No. 22/2018 concerning Green Siak District emphasised that environmental sustainability is the district’s development priority. All aspects of development in Siak district are aligned to support the Green Siak objectives.
SPLP supports the implementation of the Green Siak Roadmap through joint activities for the transformation of the palm oil sector in the district. The support from SPLP to Green Siak was formalised in February 2020 with a Collaboration Agreement between Siak District Government and SPLP Coalition members, in conjunction with the 2020 General Assembly (GA) of Sustainable Districts Association (LTKL) Forum.
Pelalawan District Government issued Bupati Decree No. 73/2020 regarding the District Action Plan for Sustainable Palm Oil (RAPKSB). This regulation acts as guidance for all stakeholders in the development and management of sustainable palm oil plantations in Pelalawan district.
The SPLP programme goals are directly aligned with the objectives of the District Action Plan. SPLP collaborates closely with Pelalawan government agencies, including the District Planning Agency (BAPPEDA), District Plantation Agency (Dinas Perkebunan) and the District Environmental Agency (Dinas Lingkungan Hidup) to support the implementation of the District Action Plan and to transform palm oil production in the district.
